United States Introduces Mandatory Health Declaration for All Air Arrivals

All international air travellers to the United States must complete a health declaration from November 3, 2026.

The United States Centers for Disease Control and Prevention (CDC) has mandated a new pre-boarding health attestation for all passengers on international flights entering the United States. Signed on October 22, 2026, the order introduces the "Passenger Disclosure and Attestation to the United States of America". Passengers must certify they have not visited or transited through the Democratic Republic of the Congo (DRC) in the 21 days preceding their flight. This measure aims to reinforce safeguards against the ongoing Ebola outbreak in the DRC.

The new rule covers all individuals flying to the U.S., including its own citizens and foreign nationals. This applies irrespective of the traveller's country of origin, including those from Canada, the United Kingdom, or Australia. It also covers travellers simply connecting through a U.S. airport en route to another destination. Being present in the DRC includes direct visits and airport connections, even if the traveller remained on the aircraft or within the transit area. However, flying over the DRC without landing does not constitute being present in the country.

The attestation form, "Passenger Disclosure and Attestation to the United States of America", can be submitted in paper or digital format. It requires a handwritten or electronic signature. Airlines are encouraged to integrate the declaration into their online check-in processes, with travellers following airline-specific instructions. Each passenger needs a separate attestation, with parents or authorised individuals signing for minors. Airlines must deny boarding to passengers who fail to provide a properly completed and signed form. Carriers must also retain copies for at least 42 days after the flight's arrival.

The requirement takes effect at 11:59 p.m. Eastern Time on November 3, 2026, for flights departing at or after this time. It is currently scheduled to remain in effect until December 18, 2026, unless amended or extended by U.S. health authorities. This attestation complements existing U.S. entry requirements like ESTA or visas. The CDC may grant specific exemptions for emergency medical evacuations or humanitarian reasons.
